Mark Thompson, Instructor

Mark Thompson, A certified journeyman electrician with 12 years of combined electrical professional experience in commercial and, residential electrical construction. This includes 3 years as an instructor and 2 years in a field-forman’s capacity. Mark, a product of the local 26 JATC, graduated outstanding apprentice of his class and holds a B.A in Political Science from Morgan State University. Mark was brought on as a full time instructor in June of 2012.


Marty McRae, Instructor

Marty became a full time instructor at the JATC in November 2012. Prior to that, he spent the past 7 years as a part-time instructor at the JATC. Marty is a certified Bicsi Technician, he also holds certifications for installing Belden, Commscope, Corning, Amp, Ortronics and Zenitel products. Marty is also OSHA 30 certified.


Billy Triplett, School Coordinator   

Billy Triplett is a graduate of the apprenticeship program and a licensed journeyman in Virginia.  He teaches journeyman level classes, R to A Upgrade and in August 2015 joined the staff full time at the Manassas training facility.  Billy graduated from Northern Virginia Community College with an Associates in Fine Arts and earned his B.A. in English from The University of Mary Washington. He began in the electrical trade in 1998.


Paul Thomson, Instuctor

Paul Thomson graduated the apprenticeship in 1981 working mostly in the commercial and industrial areas in instrumentation. He was a contractor with local 26 for a brief period that worked in thee fiber optic field until 1991. Paul became a night instructor in Front Royal in the late 1990's teaching residential course and became a day time instructor in Manassas from 2005 to 2007. He spent many years teaching high school students preparing them for the IBEW apprenticeship and returned to the Manassas JATC in March of 2017. Paul is OSHA 500, Coyne First Aid certified and also a proud veteran of the U.S Army. 


Ina Smith, Instructor

Ina M.Smith has been a member of the International Brotherhood of Electrical Workers since 1994. She worked in the field as a journeyman electrician and taught residential wiring for 7 years. Ina has successfully completed the instructor training program, NTI, at the University of Michigan in 2012. She is a proud veteran of the U.S. Navy and currently holds a Journeyman license in the District of Columbia.  Ina was brought on staff as a full time instructor in 2016.


Joe Jackson, Instructor

Joe Jackson is a graduate of the apprenticeship program. Prior to becoming a full time instructor in July of 2016, he worked almost 12 years with the same contractor where his work received 2 Craftsmanship Awards. Joe has been a part time instructor with the JATC for 6 years focusing on Programmable Logic Controllers. Joe is a 2014 graduate of NTI at the University of Michigan and also received a certificate in NFPA 70E.


Dan Brokaw, School Coordinator

Dan Brokaw graduated the apprenticeship in 1978 and worked in the field in different roles until 1993 when he accepted the position of Roanoke County Electrical Inspector, a position he held until retiring in 2015. Dan also served as adjunct professor at Virginia Western Community College from August 2010 until August 2016, as well as teaching elective classes for the NECA/IBEW Local 26 JATC from 2005 to present. Dan became the School Coordinator at the Roanoke JATC facility in August 2016.


Ralph "Rusty" Lilley, Instructor

Rusty joined Local 26 in 1988 and graduated the apprenticeship in 1993. He spent the next 25 years primarily in the petrochemical field where he performed many different aspects of the electrical industry from estimating, project management, system installs and service work. Rusty holds master licenses in D.C, Maryland, and Virginia. He is also OSHA Hazwoper certified, Veeder Root level 4 certified, has many DOT operator qualifications as well as DOT evaluator qualification and he is trained in LPS(Loss Prevention System). Rusty joined the Lanham full time instructor staff in October of 2018


Vern Heavner, Instructor

Vern Heaver joined the IBEW in 1997 and graduated the apprenticeship in 2003. He worked in the field as a journeyman electrician, project manager, in the coordination department and also instructed AutoCAD along with numerous other night courses for Local 26 JATC over the past 14 years. Vern hold a Journeyman license in Virginia and has received his Master Instructor diploma from NTI at the University of Michigan in 2010.


Charlie Penkert, Instructor

Charlie Penkert is a 2nd generation graduate of the Local 26 apprenticeship program and holds a journeyman license in Washington DC. He started teaching Residential Trainee courses in the evening upon his graduation. July of 2019, Charlie joined the full time instructor staff at the Lanham JATC training facility. Charlie is also a 2011 graduated of York College of Pennsylvania where he acheived a B.S. in Criminal Justice.


Derek Winne, Instuctor

Derek Winne has been a member of the IBEW since 2012, graduating the apprenticeship in 2017. He has instructed journeyman level classes as well as the R to A upgrade beginning in 2017. Derek worked as a journeyman and sub-foreman in the field prior to being brought on as a full time Instructor at the Manassas training facility in August 2020. He also holds an associate’s degree in Electrical Construction and Maintenance and has previously worked in electronics, micro and Nano tech labs. Derek has been involved in the electrical industry since 2004. 


Juan C. Hernandez

Juan C. Hernandez joined the IBEW in 2003 and graduated the apprenticeship in 2008. He worked in the field as a journeyman electrician and fire alarm service foreman. He has been instructing Residential Trainee classes for the JATC since August of 2015. Juan holds a journeyman license in the District of Columbia and is also NICET certified. He joined the full-time instructor staff at the Manassas training facility in January of  2022.
